STOCKHOLM NEWS -  The Prime Minister believes that that there is a rather simple reason behind the failure in the negotiations: inexperience. - If the world is supposed to be able to make transborder decisions it takes some practice. It demands an understanding that we have to see and respect the positions of the others.
