EU Emissions Trading System and the Aviation Trading Period 2012

In February 2011, Germany informed the European Commission of its intention to opt out of the planned common platform for auctioning emission allowances for the third phase of the EU Emissions Trading System starting in 2013. Germany has now published the Tender Specifications for the Transitional Auction Platform.
